I had not thought that such terms of reference could be useful to other disciplines, such as building and planning

In parallel efforts such as the W3C EIIF incubator we would be able to cross reference and intersect with a well specified vocabulary such as the one you are starting below. Although 'fire rescue' is generally more a local issue  (I dont think I have seen fire engines being flown from overseas as such), and as such can be tackled within 'local' information systems,  human resources and coordination can acquire an international dimension, especially in cross border regions,  for example.

Please consider loading your stuff on knoodl.com ,where we are starting an emergency management vocabulary, or other environment where it can be referenced  dynamically

Thanks for starting this thread and providing a link to the Protoge Extension Tool at Leeds University. I've started working with it and will input all the terms on this page:

Still working on definitions for most. Acronym and explanation are the minimum definition, when multiple organizations have conflicting definitions, will choose the definition most suited to open drawing exchange. There are 7 themes:

Unfortunately receiving this error message:

 * Error initializing browser launcher. edu.stanford.ejalbert.exception.BrowserLaunchingInitializingException: java.lang.ClassNotFoundException: com.apple.mrj.MRJFileUtils

Any advise? Will keep working on desktop until more complete but welcome comments and participation to get this building and fire safety dictionary into the public domain.
