We have a list of domains which represents the perspective of the international development agencies.   We distinguish between knowledge domains (areas of work -- agriculture, law and justice, education, health, transport, energy, labor, ICT, etc.) and functional domains  (how we do our work).  We represent this with a three tiered hierarchy, each class of which has its own set of knowledge concepts (represented as a network structure - total concepts at this point = 520,000).  This is a dynamic source and is always growing.  If this is of interest to you, let me know and we'll share it with you.
