[ontology-summit] Proposed wording for a new sub-section in the Communiq

As promised on the conference call today, I have drafted a new Section 3.2 and an intro to the best practices bullets at the end of (what is now) Section 3.3.  I also added some words about the proliferation of vocabularies to the intro to Section 3.1.

This is all in the attached document.

Please provide feedback and/or other suggestions for the text.

And, to the communique editors ... Please feel free to use, change or omit any of the content as you see fit!
