Dear Michael,
Yes, we were surprised at just how eclectic Track C was. I may not be able
to make it to today's session. So my suggestion is:
Quite a lot of what arose on our track turned out to be related to reuse or
to automation (tools). So I would suggest moving those things to those
sections, and look at what remains under bottlenecks as "bottlenecks
excluding reuse and automation".

This is a very preliminary and rough draft. We have endeavored to capture
all of the material that the Track Champions have provided on their
Synthesis pages. The section related to Barriers and Bottlenecks has been
particularly challenging due to the wide range of topics that have arisen
from the Track C discussions. One of the objectives for tomorrow's session
will be a clearer picture of the ideas that we want to cover in this
section. (05)
Also, the section on Recommendations still needs to be written, and this
will also be a major point for discussion tomorrow. (06)
