That option remains dimmed out until you have intiated the call.
You cannot set it up in advance.

I've got the same version. You want the
"Call" pull-down menu at the top, not the "Call Phones"
option. If you pull down the "Call" menu, "Show Dial Pad"
is the eighth item.
