No, not solely. Of course, you could look at an HTML resource as a
bearer of coarse-grained Linked Data etc.. (02)
Re. the Linked Data meme from TimBL, it is all about
entity-attribute-model constrained structured data representation,
enhanced using de-referencable URIs (aka. RDF + de-referencable URIs) .
Of course, from that you have a the critical foundation in place for
relationship semantics embellishments delivered by the likes of RDF
Schema and OWL etc..

Nothing stops you adding more provenance oriented 3-tuples (triples) to
the document (a template for all intents and purposes) used in the guide
