Dear Peter,
The question has a big sense, and it's hard to find a bit IT Co which is not 
after digital city business. Moreover, if there is the killer ontology 
application, it'd be in the domain of the future digital communities, smart 
cities, e-cities, information cities, or intelligent cities.
There are many issues here asking for technical and semantic 
interoperability, common protocols, or common digital ontology:
1. intelligent ICT network, AI, and Ambient Intelligence
2. SOI, or Service Oriented Computing infrastructure
3. i-software, semantic algorithms
4. i-services (i-governments, citizens, and i-businesses)
5. u-connectivity, pervasive computing, Internet of Things , Web of Entities 
and Sensor networks, etc.    (01)

The scope of your question seems a little broad ... it's almost like
"how can better information technology help (a digital city
development)?" or "how can better interoperability between system help
(a digital city development)?"    (06)

For references, from those who are putting it in practice, try looking
up with various eGovernment efforts has been going (say, google
"ontology egovernment"). You might find the FinnONTO (and their ONKI
project - http://www.seco.tkk.fi/projects/finnonto/ ), or the UK and
US DATA.GOV ( http://data.gov.uk & http://data.gov respectively )
initiatives to be of interest; assuming your "digital city" is staged
as a pilot for what might be rolled out across the nation, if that
proves to be effective.    (07)
