Maybe this is not a problem. People tend to solve problems using a
combination of top-down and bottom-up approaches and somewhere
in-between the two, the dangling ends meet to form a solution. A person
with good heuristics gets the dangling ends to join more quickly. (01)
This set of problems (semantics and language) is larger, but ultimately,
with the mix of smart organizations and individuals all doing parts of
the puzzle, the dangling ends should eventually start to meet, as long
as we all have some kind of common goal. Connections will be made
between the groups and eventually more interesting stuff will evolve out
of this primordial soup of approaches. (02)
A lot of approaches to understanding will evolve from the primordial
soup of solutions and eventually die, but they will get better. We in

The terms top-down and bottom-up have been kicked around
for years in various contexts, and they tend to be highly
ambiguous. The equation of bottom-up with "driven by end
user of knowledge" is a new variation, which might be
useful, but it just makes the term even more ambiguous. (06)
