Of course, to cite it and make use of it, it has to be published and
maintained. If it isn't maintained, I would expect use to fall off,
too. That said, I would add a disclaimer that for the sake of
avoiding the possibility of network-related difficulties, if you are
going to use something such as UDEF, specific standards, controlled
voabularies, etc, it is wise to keep a local copy of the version your
applications are set to use and set your applications to reference it
