Perhaps I can answer a few of your 4 questions and begin collaboration on the Wiki.

You asked:

1. is anyone on this list actively involved in ERO or related project

YES: Several of us on the Panel are working actively on Emergency Response Ontologies, and in
the context of Emergency Response System_ Management using Ontology for several purposes.
Our Bio Sketch section identifies a few of these projects.

2. has there been any positive deliverable from such sessions to date

PERHAPS: If By "positive" you mean some useful process improvement in this messy and largely unmapped danger zones similar to your work on the PeopleFinder after the Tsunami and Katrina, then my thinking is NO, but if you mean working papers and efforts to introduce better structures in emergency response and communication standards and models, then YES. Ken has several papers and a great book addressing both the fundamentals of reasoning about ambiguity in control systems, AND a model useful for Situational Assessment and logistics re-supply of life support materials (SAWA, the Situational Awareness Agent....see Papers) Rex, Michelle, and myself are participating in many emergency response systems (ERS) planning efforts at both standards level and community response team levels.

OF COURSE: This is the exciting part of what Peter Yim has been able to construct with the help of many others: an international "White Board" where new ideas can meet significant problems with possible huge benefits. As you say:

Greetings Ontopeoples

I believe we exchanged posts in cc on prior occasions (revisiting
axioms lately anyone?) but I never formally joined this mailing list,
and I am now a subscriber.

I am drafting thoughts towards on a 'Open Ontology for Emergency
Relief' in support of a future generation of open source web based
data exchange services (SOA model).
This is part of ongoing voluntary work that I am doing, and also part
of my research activities. At this stage, the goal is not yet
'develop an Open Ontology' but rather "define the work done to date in
this area, and identify possible systemic and infrastructural
challenges' as well making some suggestions for an appropriate
methodology and conceptual/contextual definition. I realise its a
huge, complex task and potentially a can of worms, so I ll rescope
objectives as I go along..
