You may also be interested in the knowledge entry and execution methods in the Internet Business Logic system.  The basic idea is to support knowledge authoring in a close-to-English, unlimited vocabulary notation, by means of an inference method that assigns a highly declarative meaning.

There is a "Semantic Web Presentation" about this at www.reengineeringllc.com.  The system itself is live, online at the same site, with a number of examples that you can run and change.  The author- and user-interface is simply a browser.
