If I guessed* correctly, you are the "pradeep" person in the chat room
yesterday (during the Joint NCBO-OOR Event) who had trouble dialing
in.    (03)

Since we are using a US-based "free" conference bridge service, who
would probably want to be sharing revenue with the phone network that
patches into the call, it is understandable certain countries/networks
whom they may not have made such arrangements may have difficulty
getting connected. ... We know for a fact that people have had issues
calling in from (some parts of?) Canada, and calling in through google
voice; now we know Korea is a problem too.    (04)

Anyhow, since you have access to skype, you should be able to do a
skype-out call to, say, the US conference number. I know many
participants do that (especially those from the EU; as this turns out
can do the call cheaper, in comparison to their dialing to, say, a
neighboring country through their PSTN.) ... You might want to test
that out (I'd be curious to find out if that is successful too!) ...
you probably don't have to wait for a next event to try; if you can
reach as far as getting their automatic response, and can punch in an
arbitrary conference-ID, chances are, you've proven that it would
(most probably) work.    (05)
