I attach a PDF copy of the draft QUOMOS Charter, marked up with the
detailed scope, per Peter's notes and mine from 10/30. I also marked up
the "normative OWL" text according to the agreement as I understood it. (02)
There are also other suggested text markups. In particular, I think the
details about anomalies are out of place in the charter. But these
markups are left to the wisdom of the editor. (03)
I apologize for sending it in this form, but I can't mark up the wiki
page, and IE did something weird when I tried to edit the HTML source.
(The wiki stuff apparently activated some of its dubious "smart"
processing.) I'll produce a better form if someone has a recommendation. (04)
