It's one of those specialized "vocabulary" thing again. Terms like
"Development" (or "scenario," "wildcard," etc.) mean very different
things to different trades. We were using it the way they are used by
futurists (ref. definition on the presentation from ElizabethFlorescu
and I yesterday.)
