Where
ontologies or similar artefacts like data models are concerned, "open" is
usually used to refer to the process by which it is created, i.e. one that
has no restrictions on who can participate in its
development.
I know that sense, which you have raised before. However, I think the
subsequent discussion revealed that this is not the primary sense of "open"
with which we are concerned in this forum, but was something more like "open
source".
MW: If we mean "open source" then we should say "open source" and not
just "open".
And in any case, with this
sense of 'open', I doubt if any nontrivial open ontology could ever be
constructed.
MW: What do you mean by non-trivial? Are you suggesting that we should
not include ontologies that are trivial?

It is also used as the opposite of
private (so you can't read it) or proprietary (someone owns and controls
it)
Which is why I used the analogy of the Word document, i.e. its 'open' if
its not private and is freely available; matters simply of file permissions
and copyright law.
