When I use Microsoft Word,

I get the message:

Microsoft Office Word

Could not open 'hsd:Standards:ISO:ISO Template:basic3:basicen3.dot'.

Does anyone else see this message?

In theory, no one should have trouble viewing (or editing a DOC file).
Sometimes in practice, this does depend a bit on how well structured the original file was,  how many different editing programs were used to create the file and how religious the authors were about using style sheets.
But then again every now and again I get a PDF that is just images and the text is not modifiable!

Doc is a pretty well supported format by now.
Apache has free, open source libraries for reading and writing doc files in programs and there are probably other programs that can read them.
I think that Microsoft has published the specs for the format.

Point taken.  I will mention that to Ray Gates.  ISO strongly insists that the document should be in PDF or something equally readable by a freeware tool.

Working drafts, of course, are nominally internal to the working groups, but CL is a publicly available specification (read: free ISO pub).  This is doubtless as received from Michael Gruninger – the Editor.
