The Ontology Definition Metamodel (ODM) 1.0 specification was published by the OMG in 2009, and is available at http://www.omg.org/spec/ODM/.

A fairly extensive revision to cover OWL 2 is underway, and will result in an ODM 1.1 specification that is likely to be published towards the end of the year, depending on how the process rolls out and the OMG publication schedule.
