I think the response depends on the needs you need to cover in
the ontology you are developing.
To reuse domain ontologies and/or general ontologies provides
different benefits; but you need to know first which are your
requirements.
You can take a look to this PhD Thesis

in which you can find a chapter about ontology reuse (general and
