To generalize, I'd reformulate like that: "any plan as a list of possible
actions to reach a set of goals, constrained by scope, timing, location, and
resources". Then a plan/program is an ordered set: <scope, actions, timing,
location, resources, goals>.
How its works let's take social events planning. The Scope covers the
classes of events: Leisure events, leisure, sport, music, recreation;
Cultural events, ceremonial, religious, art, heritage, and folklore;
Organizational events, commercial, political, charitable, sales, product
launch, expo; Personal events, weddings, birthdays, anniversaries,
graduation, or burials. The Action covers all sorts of activities, delegate
registration, hotel booking, travel booking or allocation of floorspace,
mostly done by software tools.The Goals cover self-marketing, building
customer or business relationships, raising money, celebrating, or mourning.
The Location, venues, the event sites. The resources, staff, budgeting,
actors, suppliers. The timing, dates.
Still, there is a reservation. Global economy, world's cities, science and
technology, the global networks as the Internet and the Web, as well as the
emergent structures in nature, are rather evolved by spontaneous order,
self-organization, or self-planning. A beneficial change, added value, or
new order could emerge out of chaos. Thus we could talk of two types of
orders, spontaneous/emergent orders and planned orders. Many interesting
things, like the brain, its creative activities, gaming, market economy,
etc, are falling under the class of spontaneous orders.

A set of actions is certainly one potential part of or viewpoint of a plan,
but to say that is what a plan is seems a stretch, at least from that
ordinary business and systems modeling perspective I tend to come from. I
would say that a plan can encompass any desired state of things, actions,
laws and the relations between them. A blueprint is a plan as is flight
plan as is a proposed bill in congress.

So I would think a plan is then some kind of relation between the planning
entity and the intended states and/or laws and/or actions. I thought such a
set of intended states and actions was a possible world, but there is far
too much voodoo around that for me to say at this point.

To be more specific, a plan is a list of proposed classes of actions.
There would almost always be an unlimited number of possible actual actions
that would fit within the constraints of the plan. In a rigidly structured
system, such as chess, a plan might include all possible actions.
