It could mean two things. 
-  One,  the meta model that maintains enterprise architecture supports semantics  ..

- Second,   The enterprise Architecture itself supports Semantic model.   For example, in the past  we developed Conceptual information model as one of the artifacts that is developed for EA.   Now instead we can develop semantic model for the same cell..  Semantic model would  include  a fully developed Ontology.  Some EA frameworks, including Zachman supports Semantic model.
