I wanted to bring your attention to a recent whitepaper that may be of interest to you.

This was recently completed.  It examines the fusion of SOA and Semantic Web technologies in the context of the DoD NCES vision.  It focuses on the pragmatic uses of OWL/RDF in this context, with an assessment of maturity along two axis: (1) logical information architecture and (2) messaging and orchestration architecture.

 

I share this because it may be applicable to some of your current work, but of course I would appreciate any feedback or improvement suggestions.
