Sorry for the delay. Somehow your message did not appear in my inbox
until recently.
There is a license for SUMO. It's at the top of the file, and is
explicit, not implied. As explained to my by the IEEE lawyer, the only
restrictions it afford to SUMO are that you can take SUMO and say you wrote
it, and you can't alter it and say it's the SUMO standard. You are however
free to alter it, redistribute it, embed it in software, sell that software
etc.
My understanding of how GPL applies to ontologies is that only
modifications (derivative works) to those ontologies would inherit the GPL
license. Ontologies can be considered "data" and software that uses them
can be proprietary. (01)
