please find attached a new version of the DOL specification.    (02)

I suggest that tomorrow at the telcon, we discuss the following points:
- chapter 4, definition of approximant (new)
- chaters 3, 5 and 6 (all are only one page long)
- is chapter 7 really needed, or is this some unnecessary duplication of
the RFP? How should we indicate that we address the requirements of the RFP?    (03)
