Attached is a working draft agenda. I want to keep most of the time for
discussion rather than presentations, but we have a fair amount of time
over the 2 days to work these issues. I want to focus on what is
keeping us from doing this--what do we need to do to promote the process
(besides money)?
Please let me know what you think would be the best approach for the
conference. It will of necessity be a small, select group to get a
sense for where we need to go. (03)

this opportunity and propose the following team-based approach. While Peter
Yim and I can't make it over on April 1st, several of our colleagues in the
DC area are available to represent the ontology and health informatics
perspectives. Specifically, we suggest that Dr. Ram Sriram of NIST and
Dr. Leo Obrst of MITRE Corporation serve on your panel, and present material
that we will put together as a team (Yim, Ray, Sriram, Obrst, Turnbull).
On behalf of those on this email, I think we can say that the ontology

I would be interested in having your participation at a conference on
1-2 April held at the White House Conference Center to discuss
development of a medical and public health information sharing
environment. We are struggling with the basic foundational issue of
multiple, complex data-generating systems (e.g., electronic health
records, National Health Information Network, BioSense and
biosurveillance efforts, BioWatch and environmental monitoring) as well
as the need to gain visibility on both Federal and non-federal resources
that might be available in responding to disasters. The challenges seem
to be informatics-based, to begin with lack of a cogent, integrated
taxonomy and ontology that would allow the various disciplines (in and
outside of the medical sector). I would value your participation in
this conference. Unfortunately, at this point, it is unfunded.
The format would be 2 panels on the first day. The first would kick
things off with 4 people providing 10-15 minute capturing the
problems--defining problem statements with views on solutions, followed
by 2 hours of discussion and lunch. The second panel would be 4
demonstrative use cases that could be integrated into an MPH ISE,
followed by discussion. (017)
The following morning would be spent developing a high level road map to
present to a scheduled Sub-Interagency Policy Committee at the White
House (to meet in the same spaces), followed by feedback and development
of Way Ahead. (018)

The White House Homeland Security Council Biodefense Directorate will
host a(n) (unfunded) 2 day conference at the White House Conference Center to (032)
consider the way ahead for developing a medical and public health
information sharing environment (MPHISE). The goal will be to identify
requirements for inclusion in the MPHISE. The focus will be on homeland (033)
security aspects of the MPHISE. We recognize that we have huge amounts
of data that will be available soon, from electronic medical records and
data exchange through the National Health Information Network,
biosurveillance programs (e.g., BioSense), biomonitoring (e.g., BioWatch),
Open Source Center, ARGUS, the Biodefense Knowledge Center, the
National Biosurveillance Integration Center (NBIC). (034)
Beyond the patient clinical data and biosurveillance piece, how do we
coordinate policy, planning, program management, risk management,
performance management, and response resources? How do we capture this
