[oor-users] network down for repair - some OOR instances offline for the

Please note that the network is down for repair (by my carrier), and
affecting the availability of a few of the OOR instances - sandbox,
dev, text-00 and socop are offline for now. I will let everyone know
when they return online again.    (01)
