FIRST : announcements of two events this  Thursday 16-Nov-2006 that will
help everyone understand how they can participate in ONION Community of

SECOND : outline of Plan Do Check Act Approach + Logistics
The approach expects that every layer of the ONION should be an explicit
part of the overall task (Plan); implemented in Ontology (Do);  audited
for application, and reviewed for layer interoperability  (Check); and
improved (Act).    (04)

Plan tasks
Identify scope of each layer of the ONION thus the scope of the ONION as a
whole. Foundational Layers are best practice for IT Service Management, IT
Governance, IT Security, Business Centric Methodology for Service Oriented
Architecture, Six Sigma for IT Processes.
Logistics - beginning December scheduled online events will be invited
talks focused on a particular layer with follow on discussions that will
identify need for more granular conversation    (05)

Do tasks
Publish the ontological definition of each layer in a reference model
Where they exist, employ publicly referenceable declarations in
international standards (ISO; OASIS, IEEE,.), controlled vocabularies,
thesauri, classification schemes, taxonomies, guidelines, etc.
Logistics - email conversations focused on identifying and ratifying use
of candidate sources    (06)

Check tasks
Audit for application, and review for layer interoperability.
Proposed Criteria for Success-
It is both possible and practical to implement the specified best practice
by applying the functional (process, procedure, ..) and data
(characteristics, collection, ..) properties
Semantic bridges that connect ontological layers are clear, unambiguous
and testable using XML validation and verification best practice.
Logistics - XML metadata tagged model will be published once critical mass
is achieved    (07)

Act tasks
Adopt when content of layer meets criteria or success i.e. it is good enough
Continue to seek incremental improvement
Logistics - CoP members vote on acceptability of each layer    (08)
