The IBOSS Directorate is to be voted as soon as the final listing will be established and agreed. Following the open world assumption, who is not insisting to be marked off the standards list, is in. After all, we are not making a sort of policy, but a new science and technology. As John Sowa proposing, the IBOSS is to be registered as a Non-Profit Organization: "a trust, company or other association of persons:- (a) established for a public purpose, and (b) the income and property of which are not distributable to its members or office bearers except as reasonable compensation for services rendered." Among the benefits are: bringing the ontology standardization effort into a formal system; accounting to a public office; being organized in mind and action; tax incentives and global funding opportunities; influencing the global scientific policy.  
As a place of registration, Cyprus, having a big experience of international companies hosting, could be a very reasonable and practical place.

You are welcome to communicate with our knowledge engineer, Richard  McCullough,  to discuss the required design features as well as the content you are willing to contribute. Also please specify in which standards program you would like to be.

The IBOSS activities are planned to cover the following special standards programs:

Ontology Standards and Semantic Interoperability

Ontology Standards and Domain Ontologies;
Ontology Standards and Modeling Languages;
Ontology and Semantics Standards and Natural Language Formalization; 
Ontology Standards and Semantic Web Technologies (Language standards, rule
technologies); 
Ontology Standards and Industry Standards; 
Ontology Standards and Business Process Interoperability.

Any your suggestions are welcomed.
Last but not least: send your proposals, which topics could be submitted for getting international public funding from well-known funding agencies, like EC FP7 programs and the US NSF. Thanks a lot.
