[bsp-forum] Mission Preamble

The project seeks to create a common way of discussing the resources received from buildings throughout the life of the building. The same language should be used during design, construction, and operation, and the framework should enable a common vocabulary of value that would be used by tenant, by operator, and by external parties when talking to the owner, and by  the owner when talking to the designer and contractor.
