ToddSchneider: There appears to be consensus that there should be a core set of tabs at the top of all pages (that represent common/invariant OOR functionality) but that additional tabs can be added (and distinguished from the core tabs).

PeterYim: @Maximo - if you click on the "Settings" button (top center of this chatroom window), you can change "anonymous" to your name (please use "MaximoGurmendez" for ease of future reference.)

KenBaclawski: The core tabs are common to all users (role-independent) and to all pages (page-independent), but possibly individual sites could add to its core.
